Blocked from the mayor's page
The page titled "Mayor Carmella R. Mantello" blocks residents who criticise her. The city holds no record of which accounts are official channels of the Mayor's Office, and no policy governing what goes on them.
If the mayor blocks you on Facebook, you stop seeing what she posts as mayor — the meetings, the closures, the announcements — and you cannot reply to any of it. Facebook never tells you it happened.
Troy's Flock contract never went to the City Council
A police captain signed Troy's first Flock contract in 2021 and the department signed again in 2022. The City Charter gives that power to the Mayor, the Purchasing Agent and the Council. No Troy agenda or minutes document mentions Flock until 2026.
Troy has had surveillance cameras photographing its traffic since 2021. The people Troy elects first voted on them in March 2026 — four years and eight months later.
Party over people
Mayor Carmella Mantello's administration promised the city's channels were open to everyone, whatever their opinion. Since then it has called residents paranoid, the council liars, and its legislation Pro-Criminal — on city letterhead and under oath.
In April 2024 the City of Troy published a rule about how it would treat people who disagreed with it.
What Troy's Flock audit logs show
Troy's police department produced its Flock audit logs under a records request. They record 26 cameras, 25 million vehicles photographed in five months, and 5,309 outside agencies searching the data — 12 of them federal.
On March 19, 2026 a Troy council committee asked Flock for two years of audit logs and a SOC 2 security report before voting on a renewal. Neither arrived that night.
